Come to this webinar to see which / where systems are most likely to have action level exceedances under the LCRI and what water systems should focus on in 2025 and beyond to meet LCRR/LCRI compliance.
In December 2023, the U.S. Environmental Protection Agency (EPA) proposed the Lead and Copper Rule Improvements (LCRI), which lower the Lead and Copper Rule’s (LCR’s) lead action level from 15 parts per billion (ppb) to 10 ppb and require both first- and fifth-liter sampling at sites with lead service lines and 90th percentile compliance calculations based on the highest lead levels. A methodology for estimating the likelihood a system will have an action level exceedance under the LCRI was developed using Michigan LCR compliance data and applied to national LCR compliance data. Findings were compared to EPA’s estimates, as well as used to characterize systems with likely compliance challenges under the LCRI by geography, system size, and source water type.
With records review and initial service line inventories to be complete in October, this presentation will discuss what water systems should focus on in 2025 and beyond to meet LCRR/LCRI compliance. This includes eliminating unknowns to prepare for the baseline inventory in 2027, implementing disturbance requirements, executing outreach and communication requirements now and after 2027, preparing for sampling changes in 2028 including 5th liter sampling and distribution site assessments, and securing funding to start or continue lead service line replacements.

With a solid 15 years under my belt in the drinking water industry, you could say I've seen my fair share of water molecules. But it's not just about the job for me. I've got a genuine love affair with the natural environment, and that passion fuels my drive to protect public health through cleaner, safer water.
When I'm not buried in research or teaching, you'll likely find me enjoying the great outdoors. I also recently became a father, so you may also find me sneaking in a nap.

Carleigh Samson, Water Process Engineer, Corona Environmental Consulting/ Adjunct Professor, University of Rhode Island
Since September 2023 Carleigh has been an adjunct professor at the University of Rhode Island where she taught in the Civil & Environmental Engineering Department. Additionally, she is a member of AWWA’s Disinfection Committee and recently presented at ACE24 on Identifying At-Risk Communities for Lead Exposure and LCRR Cost Benefit Analysis.
