Description: This webinar is designed to help New England drinking water utilities move from regulatory pressure to a practical, financeable capital compliance plan. The program focuses on the overlapping challenges of PFAS treatment, lead service line replacement, and aging distribution infrastructure, with an emphasis on how these drivers affect project timing, debt capacity, rates, reserves, and customer affordability. Participants will learn how to translate compliance obligations into a sequenced capital program, evaluate pay-as-you-go and debt financing options, and build a multi-year revenue requirement forecast. The session also highlights the current funding landscape, including state Drinking Water State Revolving Fund programs, principal forgiveness opportunities, USDA Rural Development, WIFIA, and other federal resources. Special attention is given to New England governance structures, rate-setting processes, and the importance of early stakeholder communication. A case study will illustrate how one utility approached capital planning, funding strategy, approvals, and rate impacts in practice. By the end of the program, attendees will have a clearer framework for prioritizing projects, assembling a financing team, communicating costs, and positioning their utility to secure available funding before key deadlines.
